I need a simple foundation of a game. This code will then be used for developing the actual game on top.

Code/Game Requirements
Overview: Strategy Game for conquering the world similar to "RISK" games (Google it) developed in Unity
1. Developed in Unity 3D, C#
2. Desktop Only (no mobile needed at this time)
3. No graphics required, no sound required
4. Standard RTS camera movement (you can use this one it's ready to use: https://www.assetstore.unity3d.com/en/#!/content/43321)
5. 20 or more low polygon regions to capture (no full world map required). Each region different from another
6. One player and 2 AI players (at least)
7. Turn Based Game
8. Each turn armies/forces and money are generated
9. Ability to move armies between regions
10. Ability to capture regions (regions change color, etc.)
11. Simple user interface with total money, end turn button, restart game, etc.

Winning Requirements
1. Full ownership of the code should be transferred to me.
2. All of the code and related assets should not be copyrighted to another person or party.
3. The code should be scalable so a more complex game can be built on top (for example Europa Universalis like)

Opportunities (in case of exceptional submission)
1. Up do double money awarded for exceptional submission (message me for details)
2. There is a good chance for further development needed for the game
