Custom Website for Real Estate Network - utilizing Search/Aerials/Polylines

I need a website designed for a commercial real estate network.
It needs to have capabilities similar to the hotel website for [url removed, login to view] with site search capabilities that locate the closest results on a map or aerial and have info boxes that pop up when you hover over them on the map/aerial. The major modification that is needed is that I would like to utilize polylines that can be viewed as an overlay on the aerial for each site (using Microsoft Virtual Earth ([url removed, login to view])>Rectangle/Polylines OR Google Maps>Polyline Encoding).
I need individual property owners/managers/agents to be able to upload data, images and pdf site plans and brochures for their locations and also create a polyline boundary for their property to be displayed on the aerial.
As far as the look of the website - a clean, crisp, corporate look, such as [url removed, login to view] or [url removed, login to view]
I would like to go with a provider who has a proven record with developing websites that utilize searches with maps and aerials using Virtual Earth or Google....also someone with experience with Polylines or other Microsoft Virtual Earth APIs or Google Maps APIs would be prefered.
I will pay this project based on completion of certain specified tiers (ex: a small amount for the initial design layout of the website and larger subsequent payments for fully functional search, user input and aerial/ployline functions).

If you are selected for this project and are unable to deliver the required results, the project will be canceled and you will be paid very little or possibly nothing. This will be based only on what work was delivered fully functional and operational according to the requirments. No payment will be made for unfinished work or for "trying".
