C# Animated Gif Resizer

Implement an animated GIF resizer conforming to the following interface in C#:

The image data written to the outputStream MUST be a valid GIF conforming to the gif89a specification [0]. It should respect the original animation properties of the original image (frameRate, repeat, and delay) and use? NQuants [1] library's quantization algorithm [1] to choose an optimal color palette.

With the exception of the quantization algorithm [using a reference to the NQuant library], you should have all rights to the source code written.

A library of test images (conforming to the gif89a specification) will be provided upon request.
