fast recognition playing cards

In my project, I need to recognize the playing cards (poker cards) which run at a speed of 10 cards per second in front of a web cam. The project can be developed on platform Windows 10 64-bit or on platforms type RASBERRY PI or UDOO or another. If your choice is platform Windows 10 64bit, I prefer use the open CV library. However, it is not excluded the possibility of using other libraries, and / or other languages if the use of these alternatives is strongly motivated. If your option is to develop on embedded platforms, it offers freedom of choice in the use of libraries, language as long as it is respected recognition speed. The possible problems regarding the intensity of light for the recognition of the cards are not to be considered as impacting the brightness is fixed and still adjustable.
