convert wmv file to Flash with edits(repost)

We have a wmv video file that needs to be incorporated into a flash format. This flash file will be used on a web site and might need to incorporate some elements from the web site as part of the flash file (see attached website template).

There is a portion of the video at the end that needs to be removed.
