We need a server to receive diverted calls, recognize the caller id and play greeting and then record the message and email the message.
Process of leaving voice mail.
-Receive diverted call
-Query MySQL server using information from 1st and 2nd caller id to properly assign voice mail message to specific voice mail box.
-Store voice message and details into MySql database and send a sms notification with caller and voice message details and email the voice message
Registering users
- Confirm user phone number by SMS or call back and ask for PIN
Solution should be scaleable and could handle upto 100 calls at the same time.

Piece of cake! For SMS we would need connection to SMSC (SMPP, HTTP, even rs-232 would do the job)
I do pretty much the same thing as this for my present employer except we don't waste the overhead with MYSQL and SMS. It is a relatively simple task that can be handled with a PERL, PHP or BASH AGI.
