Hi, I think I can help you on this project. I've 8 years of experience in java and 4 of C++ with low level coding experiences. As a similar project I recently ported a png compression from C++ to java. The final cost estimate will depend on parts of rar you need to implement (LZSS only or other algorithms, multivolumes, encryption, solid archive...). Also there are probably alternatives to the full port PMB for details.
