Custom instagram program for PC

I'm wanting someone to build a program (much like a twitter follow/defollow program) that allows you to login to your instagram & view the popular page and search hashtags.

I'd like to have it so you can autolike all the photos in the category or popular page.

Pretty much what this site offers: [url removed, login to view] - although I want to be able to autolike everyones photos (either in the specific hashtag search you do or just the popular page) & mass comment as well if possible. Also, being able to set a delay between each like/comment, etc to prevent banning.
