Modify Zen Cart template

I purchased a zen cart template and it works fine for English language but I need it to be customized to support both English and Arabic. Arabic language is written from right to left so; I need the template to support multi-language and multi-direction. Notes: - I understand that EZ pages in zen cart does not support multi-language. I need this to be resolved - Provider should setup a test website from his side with admin access to ZenCart. This website will used for testing only. - Some images in the template need to be modified. New images need to be created to meet the Arabic language. I will give more details when the project starts. - The provider should provide spaces in the template for advertisements. - Provider should deliver source code, SQL scripts and any other files required. Provider should prepare a manual how to install and setup the live website. The manual should include the steps necessary to ad the advertisements.
