A map with waypoints (garage sale addresses) viewable on HTML or pdf or something where I can email it to friends - repost

Hi, I am new to mapping, and need someone to teach me/ show me how to download data from Open Street Maps (I want the road map downloaded of Whatcom County, Washington, US), teach me how to view it (what do I use to view it?), add waypoints to it (garage sale addresses) and be able to email the map to friends so they can use it too for their garage saling. I am not sure how they can view it without special software on their devices?? Can it be sent as a webpage, or a pdf, or something else? I still want them to be able to see the waypoints and click on them so the address will pop up. I am willing to buy special software so I can edit the map and add my garage sale addresses to it, but want them to be able to view it without special software. It would be great if they could view it offline as well, as some of them don't have data plans on their phones and will want to view the maps while they are driving. Feel free to ask questions- I'll do my best to answer them for you. I am sure there is a simple enough answer for this from an expert that knows his stuff! Thanks for reading and considering.
