Clone for Programming Bids & Freelancer

I'm putting together a site where people can bid to have a Press Release written by professional Public Relations people. The Press Release will be the only service people will be bidding on, I won't have a lot of categories, just that one. I need a clone that will allow me to make changes to the content on each page, header, footer, etc...I also need the ability to change the graphics myself, I know html, but i'll need to be able to make changes myself.
