Develop Callback application for Mobile

I'm looking for someone who can develop an application which can be downloaded into any of the mobile phone to do the callback. 1. The programmer must be familiar with Telecom related things. 2. He must have strong knowledge in mobile programming. Here is how that appz should work. 1. The application will be downloaded to the mobile. 2. When the user calls a number in the phonebook,the application will be triggered to call a pre-assigned number. e.g. 123456 3. After that a call will comeback to the mobile and once the user pick up, the application will send the number which the user just called from the phone book.
