Academic research paper reference list cleanup

Urgent need (within 12-15 hours), but should be a quick couple of hours project. I have a research paper with a list of references. I need the reference list to be cleaned up and conform to a certain format. Basically make it look pretty, professional and presentable.
The first thirty (30) items in the reference list are the correct format, all subsequent items should follow that format (numbering, font, etc).
In addition,
1) Each reference item should be chronologically ordered, in the order that they appear in the paper citations.
2) Leave the colors as they are; different colors are contributed by different authors, so I need to preserve that.
3) Each name should follow the format <Last name>, <first initial>., so
Mark Brown, Stan Smith & David M. Bow
should read
Brown, M., Smith, S. & Bow, D.
4) In cases of more than one author, "and" should be replaced with ampersand (&).
5) Duplicates should be removed, and its order in the list should, again, follow the order it is cited.
6) There may be a few references that are "orphaned", i.e, they are in an inline citation format, but no full reference is available. In that case, please just mark that item (either with some asterisks or a yellow highlighter).
7) If a reference item is nothing but a URL, please mark that too.
In your bid, please reference something in this posting, and you must have some familiarity with research papers (just to know what the heck I'm talking about).
