Building 30 highly relevant backlinks to my site with PR3 or more

As part of my SEO activities I require 30 relevant and appropriate links from websites with a minimum PR4. Please use my keywords as the anchor text to use when posting a link on a relevant website. Relevance between the links and our content is HIGHLY important. I will provide you with my URL and keywords for the anchor text. Guidelines: All links must be highly relevant to the section of the website linked to Links should be from websites that have homepages of PR4 and above All links must be on dofollow All links must be free and permanent No reciprocal links allowed Absolutely no blackhat, or greyhat techniques to be used. Whitehat only please Absolutely no illegal websites, or websites featuring or discussing illegal activities All links must be manually submitted All links should be on English language websites Comment style links are preferable, if at all possible Absolutely no links from websites that have been banned by Google Links must contain my keywords in the anchor text Each link must be from completely different IP addresses Sites already linked to my site will not be counted in the campaign No link farms, etc No Directories Every link should be from a unique domain .edu and .gov domains are encouraged dofollow social bookmarks are acceptable for limited number of links (4 max) Blogrolls are acceptable Valid comments on relevant PR4+ websites/blogs (absolutely no spam comments) are acceptable

## Deliverables

I want an excel spreadsheet showing what links were made and when so that I can track the links. The spreadsheet will contain the link url, date the link was accepted and anchor text used and the google page rank of the URL. 1) All deliverables will be considered "work made for hire" under U.S. Copyright law. Employer will receive exclusive and complete copyrights to all work purchased. (No 3rd party components unless all copyright ramifications are explained AND AGREED TO by the employer on the site per the worker's Worker Legal Agreement).
