Well, this project requires quite a lot of work and experience. The project budget is very low for this project.
Anyways, I have access to tools such as Blade Editor in which you can introduce your blade shape to the software and create parameters for Beta angles, etc. So, this process opens the gate for the optimization step. By specifying targets (e.g. maximize mfr) and specifying intervals to your parameters, software can carry out many possible combinations and shows you possible best combinations.
Just to let you know; in this study if you pick me, I'll do the work by using RANS methods for turbulence, MRF for rotating blades and tetra&prism mesh for the grid.
