Create living database/combined with Excel for customized project management tool

We are looking to create a tool or tool(s) for a particular project as we do not have the bandwidth to create this ourselves at this time and manually executing these tasks is very inefficient, time-consuming, and error prone. We are unsure if this is one project or multiple projects, but will evolve over time and work with chosen person to see what best options are. Primary Immediate tasks include: 1) Build living database(s) in possibly Access that will have all skus we are producing for this client. Examples of data will be part number, specs, cost price, sell price. 2) An increasing list of over 20 sub-customers buy particular skus, and both the number of sub-customers and number of skus will increase and change over time. We would want to be able to pull data based on sub-customer skus into a professional quotation sheet just for that sub-customer. As data changes, we re-run the data pull and will automatically change the quotation sheet with new data. 3) Each month we receive a forecast from parent customer-- need to be able to compare skus in forecast to known skus and immediately know about discrepancies. Quantities per sku set must hit a certain point for us to achieve our target cost price. Automatically analyze incoming data set (which is in excel format), compare to existing inventory, and show what is needed to be produced to meet forecast as well as gap between what is needed to be produced to meet forecast and what is needed to be produced to meet target cost price. Ultimately, this should be able to immediately show us what we need to produce each month and where the gaps are for decision-making. There is a lot of nuance to this and this will involve a lot of back and forth to come up with a solution that is easy to update and difficult for users to break from a lack of knowledge of the program. There are many ways this could go and we may not be thinking of all the right questions to ask or going down the right path. We have an urgent need to solve this quickly as well as building out a more permanent/flexible solution. This is for a single project and the mechanics of creating it may be easy for an expert in Access/Excel. The work will come in deciding the correct inputs/outputs and in making data from the end customer work with it, since we will have limited ability to dictate how they give us the forecast. Right now we are computing all of this with multiple excel spreadsheets from many sources and is highly labor intensive and prone to errors. If this goes well, there are quite a few other projects that would need similar solutions to solve varied and interesting problems. The ideal partner on this will be an expert in Access/Excel and in analyzing our desired end result to guide us to the simplest, flexible solution.
