Custom Animated Gif or Flash for Joomla Menu

I am looking for an animated gif, or possibly flash image to brighten up my website. I have attached images, but you will have to re-do the image to make it better. The idea will be to wrap it around the top menu and be transparent in the middle so the menu shows through. (shown in the screen shot image with example.) The top menu will then be bright or neon effect letters to give it a broadway-vegas effect. You will have to change the Html and css a bit to make it work with the template, and of course the menu links will have to work, and you will have to code it into the Top Menu position. I have attached two pictures. The first is a screen shot of an example idea, the second is of the same idea with the color scheme I am looking for. I will gladly put the money in escrow, but won't release it until the job is complete. I will need to see samples of your work and possibly a non-animated general idea if you want the job. Thanks.
