Convert 8.5 x 11 drawing into Editable Illustrator File

I have a scanned PDF 8.5 x 11 drawing of a specialized astrological compass (called a Luopan). I would like to have this drawing converted into an illustrator file so that I can further modify it to my needs.
Although the drawing is very detailed, I only need the compass division lines (the various characters within each box an be ignored, but I would like the open spaces to be text-fillable).

(The sample shows only 7 rings - my drawing will have roughly 20 rings). As stated previously, all charactes and words can be ignored (I will input my own), but all lines and degree measurements need to be converted. In place of the characters and words, the empty space should allow me to input new characters directly within Illustrator.
