Build a Website

Need a website to be built. I will not explain in great detail here, but this is what I need done. Users can register/Log in Users Have profiles Users have profile links Users can get ratings Users can make two types of comments, either negative or postive. A very simple theme. I have a few simple more details to add, I will be paying 30$ for this to be done. I am on a fixed budget and I am sorry I cannot pay more, but if your willing to take the job let me know.
