Build a Website

I am looking for a gaming website, as I would like to host Fifa14 Tournaments. This must be in template form so that i can change it every year to the latest version of FIFA, as well as be able to change the backgrounds and graphics if I need too colors can be permanent. The website must be able to accept new members as well as few member Bio. There must be three sections on the website to cover the three gaming platforms for Xbox, PlayStation and PC. For each gaming platform i must have the ability to create ladder tournaments, as well as various tournaments (group and knockout stages) as well as insta/quick cups. Or possible the option to create tournaments as I like with various standard options. I would also like a news section as well as a a way to advertise sponsors. Also the players must be able to arrange there matches online with their opponents, and the dialog between players should not be erased by members so that admin can use it as proof. Only admin can remove comments after a season or end of a tournament. Optional Extra is to introduce a way for members to buy into a tournament using something like paypal. So eg they would enter the tournament for $1 and win cash
