Develop an interactive world map

I need to develop an interactive world map. The page has to contain the map taking about 70-80% of the space and sidebar that outputs some live information (triggering events such as news). The user should be able to zoom in/out the map. When the user clicks on the particular country, the interface should take him/her to a new page showing details of this country. A good example of the map (not for the world but only for Ukraine and in Russian) is here: [login to view URL] We have to define the interface between the map and the back-end through which the information will be pushed. For those who interested in this job, please apply. Do not forget to include how many days it will take develop it, when you can start and describe what technology you will use to create this map.
