Design a Flyer - Comic Style

I would like a flyer designed in a cartoon style with some real images included. I have included the original image as well as a mock-up of what I am looking for. However, I am open to other ideas. The audience is children 7-13 as well as their parents. I would like to be able to edit the final design in Photoshop Elements 8.0 if possible.
