Convert html Site to Wordpress Theme

I have a fairly simple HTML layout website with css that I'd like converted to a Wordpress theme. The HTML version of the layout can be seen at: [login to view URL] This should be fairly simple for someone familiar with the Wordpress syntax and PHP, it's been too long since I've dealt with either for me to do this in any decent amount of time.
