Build a Website

Hello! This project needs multiple things; no design is required, aside basic html, i only need the core design done so i can implement into my own design easily. The idea is a website dedicated to tools. What i need is; - User System (Register- Login - PDO Style please) - User Features(Profiles - Change password, displayed info on profile; shortened urls, message button for user to message back and fourth. display first name last name - allow users to edit profile info) - All urls need to be neat such as; [login to view URL] I need a simple url shortener created within /u/ so it can be subsided from the rest of the website. An admin panel will be needed with rank management, the admin panel needs to be done by rank access, so if rank is over a certain level than they can use, ranks; 0 - banned (directed to [login to view URL] when attempting to visit any part of website / banned page needs to display a reason (if mod inputs reason) 1 - Member 2 - Trusted 3 - Mod (can edit users, verify) 4 - Super Mod (can delete users, edit, verify, undelete) 5 -Admin(Can do everything! delete users, edit, verify, undelete, unverify, disable account (temp ban basically) change users ranks, etc. (only admin can change other ranks)) The url system can be simple, users can input long url and we store the original url make a 6 character short code for it ex; [login to view URL] - > [login to view URL] or custom if user is registered and wanted it ([login to view URL]) i obviously need a url management built into the admin panel.
