Adjust a flyer already designed

Hello, a flyer has already been designed but I need some adjustments made - see below:-
'The artwork looks great but has to have a 3mm bleed all round, the text needs to be moved up as it will get chopped off at the bottom, it needs crop marks and some is rgb colour and needs to be cmyk.'
Whoever bids for this work must be able to know the difference in the areas which need to be cmyk as I am not a designer. I expect this to be a small job done quickly.
