Adobe Reflow Help - open to bidding

SoDA's (The Society of Digital Agencies) biannual publication "The SoDA Report" is transitioning from PDF to a fully responsive website. We'd like to include Adobe Reflow in this process.
We're in an urgent need of someone who can take the design from Photoshop, build a complete project in Reflow, and export a clean code for our developer. There are 3 different editorial sections (10 articles/pages in total), and a showcase section that is one continuous page with a total of 21 showcases (a few graphics and videos for each). Every template has a desktop - tablet - mobile design. Attached is an example of the desktop layout.
