Agency job website for builders

Hello I am wanting to create a agency job website for builders, On the frontend of the website would be the normal information and also a form for people looking for a builder near them to complete work for them, in the form they would have to fill out fields such as address, name, type of work, contact details etc. On the website will also have to be a section for builders to log in and sign up etc. They would then get the jobs if they match certain criteor, They will mainly have to match the type of work and work in the area where the job is. for example someone is looking for a plumber to carry out a boiler installation in 36521 for example, the website will then find all the plumbers that carry out boiler installations in 36521 and give them the job. They would then automatically be charged 20 euros for example. They would need to have a history of all the jobs given to them And a chance to become inactive, if they are inactive they would not recieve the jobs. There also needs to be a bit with all the jobs that are currently listed and they can have a chance to 'buy' them if they want. If there are 5 builder that match the critior they would all get the contact details and all be charged 20eu. To have a chance at being selected you will need to tell me what sort of programmes or software you would use for the website and to show examples of similar work, please dont give me examples of work that isnt similar
