Build an Online Presence Website for my Indian Sweets shop

I am looking for a website designer who can build a website for my Indian sweet's shop.
I have spent quite a bit of time in thinking what exactly it is that I want, and I have created the attached document for elaborating my requirements for this website.
I don't need a shopping cart and ordering capabilities for the site at the moment so this should be easier to do.
I am okay with it taking some time, but please deliver a good product at the end.
You can choose any platform for building this website as long as it is
1. Open source i.e. available without any additional cost of licensing
2. Has the ability to provide search functionality with little or no customization (Wordpress etc.)
3. Is suitable for hosting on cloud (Azure, AWS etc.)
4. Should have a CMS or a admin center from where I can change the content easily.

Please note that it has to be a responsive website.
The process for building this website will be:
1. You will submit a short proposal
2. When awarded, you will create 1 or 2 alternate designs for the website
3. Your first payment of 25% of total value will be attached to you delivering the designs
4. Then you can create the milestone as you prefer, but I would like to keep 50% of the payment for final delivery.
5. You will hand over code and any documentation created for this project.
6. Please tell me if there is any support that you will be providing.
