Build a Website

I'm looking for someone able to design a website for videos with subtitle. The video player must be able to jump forward and backward the video by subtitle sentence instead by time. e.g. If I'm watching the video then I want listen again the last two sentence, I can click twice the "jump back". (TED Talks site does something similar, have a look, but you click on santence instead have a button) Also it must be able to select any word or sentence and store it in a .txt file. e.g. If I'm watching a scientific presentation then if I hear some word I don't know, I could right click on it and store, so I could review it after. It is quite the same as youtube, but instead upload only the video, I want be able to upload the .srt file for subtitle.
