Build a Website

I am a South African student studying Actuarial Science at the University of Cape Town but I had previously lived in the USA for two years. When I was in school in the USA we used a system ([login to view URL]) which enabled teachers to upload marks, homework, assignments, discipline records etc and it was accessible for parents and teachers to view at home. The great thing about the system was that parents were able to monitor their children's academics effortlessly as well as contact teachers and supervise their kids at home. I am currently working on rolling out a similar system in South Africa and this is where I need your help. If you could develop a similar system for be it would be great. Some major aspects would be the administrative side of the website which would be where schools and teachers would be able to monitor and upload information and of course the user side where parents and students can view the material. Some other key points would be the registration process for a student in which he/she would need to be linked to a specific school and register accordingly via a unique code or some sort. If you think this is feasible I would love to get a rough idea of the cost and timeframe etc. Thank you for your time! :)
