Build a new Website from an existing portal

We already have a successfully running portal and need to develop a new and more efficient version. Th present site is developed in core php and phpfox ( its a social engine script ). Both the modules are deeply integrated.
We are looking for an agency who can import the data from this running site and develop a new version of the site as follows :
1. The site will have new responsive UI/UX
2. The site has to be developed in CI or any other php framework. ( we may compromise here and can use the existing core php code to save time )
3. There will be integration of phpfox ( else some other solution ).
The new site will be developed on a test server and will be deployed on the running server after importing the data from the running site.
The agency should have experienced php developer , UI/UX expert and testers.
The agency will be required to maintain the application with minimum monthly fee.
