Design a Picture for Website

What I have attached is a very rough mock up of what I am looking for. I want 9 very similar pictures produced (jpeg or gif) to be used on a web page. You will see that it is a half circle which is split into 3 equal portions. It then needs to have an arrow on it. I want 9 pictures produced, but with the arrow pointing at a different place on each picture. The first picture will have the arrow pointing 10% of the way round (similar to pic 1) the second picture will have the arrow pointing 20% of the way round (similar to pic2 ) and then ones with an arrow pointing at 30%, 40% etc. all the way up to 90%. If you have the correct software I don’t think this should take someone more than half an hour. If you could do a mock up of one on a web page somewhere too prove you can do it, that would help.
