Build simpe php api for monthly subscription paypal/skrill/neteller -- 2

I need someone who will build simple php API for skrill/neteller/paypal monthly subscription of our product. Api should handle purchases of product and modify database according to purchase details. It should also react in similar way and detect once user cancels subscription to modify database for the user accordingly(terminate his license). That is pretty much it. We already have php api for paypal for 6 month subscription so with our help this should not be hard task for you. So the work goes as following for each service(skrill/paypal/neteller) - our product needs to be setup on each ecommerce site as monthly subscription with 5 product license types - 5 different prices - then based on that we must create purchase link that will get some outgoing parameters that we provide depending on what of 5 product licenses user selects, this link will be used for one of ecommerce sites, once there and if user buys monthly subscription previously selected, some notification must be sent to the api which will act accordingly and modify user in the database and the same thing must happen when user cancels subscription(modification in database stop license )
