Develop Marketing Plan to get 2 million user to our website in the next 24 months

I am trying to raise money for my start up. The goal is to get to 2 million users the website in the next 24 months. The goal is not 2 million visitors, but 2 million users. The website is a fundraising website, much like gofundme or fundly.com. I need a marketing plan that can get me to 2 million users in 24 months. 1. I need both conventional and creative ways to get to reach this goal. 2. I am trying to raise between 250,000 to 500,000 dollars for a marketing budget. However, by chance I am able to raise more, I will like for the person that develops the plan to have a blue sky limit. Help me to dream big on what can be done with the right resources. 3. I need financials and a plan. I need everything from what staff I will need, and what effective forms of marketing I would need to use to get to the goal of 2 million users. A. User will be primarily in the U.S. B. Everything that is effective marketing and tricks of the trade needs to be considered. For example, conventional form of marketing Ad words, websites that provide legitimate traffic, social networkings sites, article and blog submissions, forums, banners etc.. and unconventional forms of marketing that the mass public is unfamiliar with. I need a professional, extensive and effective marketing plan that that will push me to the 2 million user mark in the next 24 months. C. I also need a list of part-time employees I will need to get the job done. D. When listing part-time employees don't just think in terms of things you can do. This is a presentation to gain resources to get funding, so the plan must go beyond what you may or may not be able to do. A. What type of social networkers will be needed. B. workers to work with forums etc... The bottom line is you will need to treat this as the sky is the limit marketing. Don't hold back. If money was no issue, what professional plan would you put together to orchestrate getting 2 million users in 24 months. 2 million user in 24 months is absolutely key. This has to happen, so the plans to get their and the cost will need to be put in place. If you have done something like this before, that would be key.
