Android Location App, already have selected winner this is just to pay him

Android Application which links to our customised website via api and specifies current GPS location of person, This should update automatically when distance changes more than 100m or every 15min via celular data connection or wifi connection.

This application should run as a background service but also have a configuration page to it to enter information like the URL to connect to, the Users Name, The API Key etc. Should also have option to restart the service etc.

Would like the settings page password protected so users cannot adjust the URL or ID, however they are able to disable GPS as normal :)
