Blackberry SMS blocking app

Need to develop GPS enabled Blackberry application that will run? in the background? and use the phone’s GPS system to detect whenever the phone is moving faster than 40 KM per Hour, at which time the app will deactivate the phone’s SMS capabilities. Once the phone comes to a stand still position, the user will be allowed to send SMS again within a few seconds.
