Compare if two images are similar

I have a quick project. I need to compare if two images are similar. These are my requirements:
1. The method will take two Bitmap objects (one for each image)
2. The method will take x, y, width, height (so it's a clip, basically the method can compare only a region rather than the entire image). To compare a region the method needs to be called something like compareImages(bitMap1, bitMap2, 50, 50, 100, 200), or compareImages(bitMap1, bitMap2, 0, 0, fullWidth, fullHeight) to compare the entire image
3. The images must be of the same dimensions. You can throw an exception if they're not, or ideally make sure that the algorithm accounts for different dimensions.
4. Ignore alpha transparency, I'm only concerned about RGB values to make sure they are the same
5. The method must return a double 0% to 100%. 100% means both images are identical.
