Argumentation among vehicles using Netlogo

Consider a group of 10-100 vehicles (driverless nodes of an internet of things) that are initially randomly placed on a segment of three lane expressway (lanes 1,2, 3 with lane 1 as the slowest and 3 as the fastest lane). Attributes of each vehicle include its preferred speed (a value between 1-10 with 10 as the most) and cooperativeness rate to allow others in its lane (a value between 1-10 with 10 the highest). Each sense the conditions of adjacent lanes for congestion and speed. Each can join an adjacent lane when possible (i.e., when congestion in target lane is low and cooperativeness is high). Otherwise, it will stay where it is. Design an expert system for lane change. You have to use the netlogo.
There's no rush to complete the project like 2-5 days. You can take enough time and the max limit is 10 days.
