Okay, I must admit that i have not done this before. Have you considered using the Ubuntu Customization Kit? If it works it would be a quick way to edit things such as locality. Manually, it seems that you must extract the iso and chroot into the directory, where you can edit the system as if it were your own (changing the locality etc), but I don't think you can change specific text on the menus, if that is what you are asking!
