Design an algorithm

The aim is to devise an improved algorithm which is more resistant to noise whilst being able to track the levels of variations that occurs within the extended speech recording. I have the required MATLAB data bases and the algorithm.

Background information: a recording of a speech normally consists of extended periods of pause or silence. A standardised algorithm, [url removed, login to view] is used for measuring the active level of such speech signals. This algorithm is suffice for situations where the background noise is low and the speech remains consistent throughout the process of the recording. This is not possible in actuality, where the speaker varies the level at which they talk or there is a significant background noise.
