APP for Android & iOS with Geolocation

I am looking for someone that can develop an APP for Android and iOS which will allow users to do this:

- Pointing a problem on his exact location (geolocation);

- Report that problem to admin;

- Admin should be able to receive warning reporting that problem by SMS - only as a warning, if it's a urgent report - (you can integrate system with Nexmo), email (with attachment) or simply upload it to admin panel;

- Admin panel should be accessible to whoever the main admin wants and he should be able to set rights/accesses;

- The APP should allow users to use their camera to report something as a photo and also have a non-mandatory field for users to report something;

- Users will select an icon from four different categories - or more, it depends on how many admin has set - (icon for category will appear bellow photo, after user take the photo or, if user doesn't want to take photo, bellow text field) and then user select a sub-category (but ONLY in case there's a sub-category, otherwise main-category is assumed);

- Users should be able to see general map with other reports from other users;

- Admin should be able to choose if he wants to approve first all entries or if he wants only to approve some entries and leave others in automatic approve;

- In the end user have a resume and a submit option;

- An "EMERGENCY" option should be able to admin activate or deactivate (that option will automatically dial the national emergency number);

- Users will be able to create an account (only if they want, it's not mandatory);

- Admins will be able to report back to users the change status for some report;

- Even for non-registered users, they can select an option to receive alert when status change (options can be email and/or SMS, it depends on what features admin will put available);

- APP should ask if person wants to use his geolocation or if he wants to point on map manually;

- Pointing on map should be a one click and then an icon appear as well as an option bellow to continue;

- Admin should be able to see the map and all entries.

And basically that's what the APP and admin panel must do.

We are looking for an international partner because we have a lot more projects in hands, so this is our trial and you should be quick and great doing this job! Communication is the key and we should be able to communicate often in order to clarify everything.

We will separate the project in different phases and we should be able to track everything together. We don't want to see everything only in the end of the project.

APP should be prepared for different Android and iOS versions.

We want you to include support for, at least, 6 months after completition.

Forgot to mention that we should be able to set different locations for different admin platforms. The idea is to duplicate the admin platform (let's say: Platform A, Platform B, Platform C, etc...) and then we set a range manually on the map in admin (with different pointers to be able to set it as we want, not only with a circle for the radius) and if it's in conflict with some area already used by other platform, it gives a warning.

Let's take this example:

Platform A - Admin selected an area on the map, set their pointers independently and then there's a "working area" (radius) personalized (not only as a simple circle, square, triangle, etc.)

Platform B - Admin selected a different area on the map but it touched one little corner already selected from admin of Platform A, in that case a warning should appear for Platform B admin.

And then, whenever a report from a user goes in, it goes directly to the correct platform, depending on map area where user inserted the report.
