I need an android restuant app. I do not want food ordering. You must only make it reflect the site

You do not need to make ordering..
You do not need to make ordering or payment gateway. I would like some type of advertisement portion before the app opens
So when a customer opens the app he sees an advertisement and then it goes to the app. I would prefer that the app works off line as well.
You do not have to design it like the site... Similar colors or way would be nice.
The information on my site will stay there. You can take that and put it into the app

Must have the menu as an option from the restaurant.

The businesses must be able to login register and pay for an account and list there business with the menu and so on..

Must have a splash screen advertisement that I can use for putting an advertisement there.
You must have made an app before.
