Create a simple picture game application

I am looking someone to create an app for me.
It is a simple fun picture game. Where the user takes a picture and there is a result/reading which follows as an outcome.
It could have functions such as share on social media etc.
Unfortunately my budget is very small (£200) and if needed can be extended to make sure the app is right and ready to be released.
I am happy to provide feedback and logo design suggestions etc.
As I am very new to this I would prefer someone London based, however I can skype successful applicants as well to discuss further.
