Develop mobile app that will run on Lumia 525 under Windows 8.1

I have a web site that, among other things, has folders containing camera snapshots. These snapshots are taken frequently during the day. I would like an app that would let me select a folder name from a list and display the jpg files (one at a time) in reverse date/time sequence. The first photo displayed will be the latest one added to the folder. A “settings” page will let me enter full path names and associate a short name to each full path name. The main page will let me select a folder using the short names (up to ten). Need to be able to “slide” images across the screen, forward and backwards. Also need to be able to quickly go to the first or last photo. Would like the app to allow me to rotate the screen to display larger photo. Need the ability to quickly go back to the list of folder names. Once this project is complete, I will post a project to essentially do the same thing on a PC.
