develop art contest site w/ cash prizes and ability to vote

Need a web site to promote an art contest, will only run one contest at a time but code should be written using a contestID so the database can support multiple contests running at once. A contest will have a description of work to be done, dimension restrictions, size restrictions, and format restrictions - not all will be enforced on each contest - i.e. contest may be an animated gif to convey a topc, like a comic book script almost - that's the first contest I have in mind. We should be able to support any kind of contest you can think of. Users should be able to vote, but voting should be via facebook or tumblr posts of a url for the picture if possible. i.e. if I share the picture on my profile that is a vote, the goal being to make the artwork go viral and the most viral submissions win cash prizes. Site should automatically track how many people have shared the image somehow, I assume a "like" button tying into a facebook api can do this but am not greatly familiar with the interface for pictures (i.e. we aren't liking our PAGE, but the picture, our page is obvious how to do on fb). Tumblr I assume we can do the same. Users who register should be able to upload a picture, the picture will need to be approved before they can post. Site should use .Net membership provider to track users, what they've submitted, etc. The description here is a little vague, value will be given to pmb that is detailed understanding of goals and proposal of work. Prefer a fixed price quote for a proof of concept which much function, integrate with membership provider, facebook, and tumblr - does NOT need to be html formatted well, etc. But must work and must use clean CSS to be able to be cleaned up easily.
