C, C++, VB, Configuration Tool for IP Cameras

Sirs, we need a configuration tool for our IP Cameras. Actually they already support Cgi GET/POST method, and a full set of instructions is available. The tool must configure camera parameters, instead of doing it through cameras web interface. An example of the camera interface can be viewed at: <[login to view URL]> (admin / admin) A "profile or template" must be able to configure cameras with the same settings. Also a detection tool for cameras in the LAN can be useful. Manufacturer provides a tool for that, it can be used as a model. Any language that doesn't require further resources than regular windows XP is suitable (C, C++, VB, Delphi, etc). No .NET framework requirements please. Also if possible, it must run in an active-x.
