C++ Tiff/pdf software enhancements required (420574)

We have a software package written in C++ that is used to read tiff files, "zoom" to a specific area and save the resulting file as well as the original modified file. Requirements: 1. Read from pdf files and save to pdf - we need to be able to maintain aspect ratio because these images are "to scale" which means they are accurate representations. 2. Save "default" settings to registry (settings like default file save type(pdf or tiff), location of "mask" files, open file (pdf or tiff or *.*) etc) 3. Use wheel on scroll mouse to zoom in (at the moment we can only use the buttons in the software to do this) 4. Draw straight lines in RED over existing image (this will mean we will have to increase to 4bit (16 colour) depth (red on [login to view URL]) 5. Draw straight lines directly on to the "zoomed" image according to measurements given by the user (fuller explination will be given to the successful coder - black and yellow on [login to view URL]) 6. Draw lines to display measurements between objects (fuller explination will be given to the successful coder - the source is already there, just needs to be modified to facilitate this new function - green on [login to view URL]) 7. Draw arrow "leader" with text box to follow - user can enter text that will be put on the image. Last entered text to be "remembered" by the software (blue on [login to view URL]) The successful coder will demonstrate previous working with graphics software, pdf and tiff. The current code will be provided, all you would need to do is "add to it!" ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
