BugFixes OsCommerce UPS Shipping Module

We have a UPS shipping estimator that was created for us. You can view it here: [url removed, login to view] Add something to your cart and you will see it. We have had several customers call and complain that it will not let them checkout. After some troubleshooting, it seems that randomly it will fail to get the shipping rates from UPS. Therefore there are no shipping options available, thus not allowing the customer to continue checkout. It seems once it happens to the customer it will NOT show them rates no matter what they do. Even if they refresh the page it will not get the rates. (Session?) As far as I know they were all using IE in windows, but that shouldn't really matter. We have not been able to replicate the problem at our office, so we can't say what exactly is causing it, just that we need it to stop. I have attached a zip file with the current module. If it needs to be re-coded that is fine or if there is just a small bug somewhere please make the fix.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
