Convert VBS to Stored Procedure

I have attached a vbs file which I need converted to run on a SQL Server 2005 stored procedure.

Here is what it does:

This process runs every 10 minutes and processes automated marketing tasks. There is a Campaign definition and Job scheduler that creates campaigns which include scheduling many future communication items (such as emails to customers, faxes, voicemail/phone calls, snail mail letters, handwritten notes via a 3rd party).

This process runs and looks for any Job Steps that are marked IN PROGRESS. There is a stored procedure that currently runs every minute that activates items and marks them as IN PROGRESS from PENDING, but that is working fine.

If it finds a step that is IN PROGRESS, it then gathers all the information from the job step as well as the recipient list (which is stored in the job step table as a sql statement).

It goes through, performs a merge for emails and attachments and then sends out emails (mostly). There is a web service it calls to schedule the automated phone calls. The rest are all emails. Snail mail goes to Postal [url removed, login to view], fax goes to [url removed, login to view] and handwritten notes go via email to? marketbyhand.com.

Lastly it updates the log, adds an activity log for the person (contact) it sent an item to and updates the job step as complete.

Some things I don't know how to do in stored procedures:

1. Send emails

2. Send emails with attachments

3. Read and write to the file system (we now host our website at rackspace) - I will provide all the login info relative file system info

I will upload a database shortly with a current snapshot of what is there and show you how to create and test jobs.
