Create a Purchase Pixel Web Site(repost)

We are a Non-Profit Homeless Shelter conducting a Capital Campaign to build a new facility. As part of this Capital Campaign we have chosen to create a web site on the order of a purchase pixel type of site. There are many examples of this on the internet, simply do a search for "Purchase Pixel." I have included a template I created with Frontpage 2003 using the idea of bricks instead of square blocks. Simply put, we need all of the functionality of this site with a brick and homeless shelter theme. Our slogan is "Building A New Shelter One Brick AT A Time". I need to also offer either paypal or direct credit card purchase with the credit card info encripted and sent to our email address. We must be able to decript the info when it arrives.
